Detailed planning consent obtained through a multi-disciplinary approach

Part of a wider development, promoted by the Homes and Communities Agency (HCA), land at Cottam Hall was key to delivering Preston City Council’s housing targets along with social, economic and environmental benefits to local and surrounding communities.

In collaboration with the HCA and Story Homes, Urban Green delivered a landscape masterplan and the successful detailed planning consent for 330 residential units and significant green infrastructure.

The design remained true to the aspirations of Story Homes and the HCA, reflecting their commitment to delivered high quality and affordable homes, whilst enhancing public amenities including the incorporation of children’s play areas, cycle routes, canal side walkways for local residents to enjoy all year round.

Significant vegetation clearance and ecology mitigation work was completed across the 53 acre site ahead of the site enabling works by Urban Green, including:

  • Over 2.5km of amphibian fencing
  • 30 days of trapping and translocation of great crested newts
  • Above ground vegetation clearance completed in 5 days
  • Hand searches completed by licenced Ecologists
  • Inspection and mulch of vegetation on site by a tracked forestry mulcher

Tender and construction packages for the public park and public open space were completed and Urban Green is currently undertaking a contract administrator role for its implementation. Following completion, Urban Green will be overseeing its maintenance for 12 months prior to handover and adoption by Preston City Council.

Urban Green is continuing to maintain the GCN licence on behalf of Natural England until all construction work is complete.

Future phases of Cottam Hall; with an overall outline planning consent for a further 1,100 homes will be brought to market over the next few years.
